Loislane Lowe was born on December 28, 1930 in Oklahoma and passed away Friday morning, August 22, 2025 in Carmichael, CA. She was very active in caring for her farm which included sheep, chickens, and barn and house cats. This was truly a passion of hers. She was very active in animal rescue and TNR work with feral cats. She trapped, fostered and adopted many kitties with Animal Outreach of the Motherlode.
She was an active member of the Airforce during the Korean War and received the National Defense Service Medal. She separated from service at McClellan Air Force Base in 1953.
She earned her PHD and was known by many colleagues as Dr. Lowe. She volunteered and was a valued member of the State Committee for the Protection of Human Subjects for over thirty years until the day of her passing. For ten years she served as the committee’s vice chair. During her tenure she reviewed hundreds of research projects in meticulous detail and assisted hundreds of researchers to make their projects more scientifically sound and protective of vulnerable human subjects. She was particularly helpful to young researchers, such as graduate students, and mentored many new committee members over the decades. The states’ research community will miss her insightful advice and gentle guidance.
Loislane was preceded in death by her husband Dexter Bradford, her parents, Frank and Eula Lowe, her sister, Gladys Sandifer, and her brother, Kenneth Lowe. Loislane is survived by her daughter, Elizabeth Lott, son Matthew (Yukiko) Lowe, step-son Randell (Susan) Bradford, grandchildren, Daniel Rabatich, Samantha Lowe, Abigal Lowe and her sister, Donna Berg, along with many nieces, nephews, cousins, friends and neighbors.
Graveside services will be held on October 17, 2025 at 1:30 p.m. at the Sacramento Valley National Cemetery located at 5810 Midway Road, Dixon, CA 95620. A reception will follow at Bud’s Pub and Grill located in Dixon. Price Funeral Chapel (916-725-2109), directors.
